Walter Spooner [Parents] was born in 1720. He died on 26 Oct 1803. He married Alathea Sprague.
In 1741, Walter's father, by standiing surety for a brother-in-law,was obligated to give up his inherited farm nearr the present Friend'smeeting-house at Acushnet. A tract of uncleared land was purchased onthe "Long Plain" so called, now in Acushnet, on the bordens ofRochester. At nineteen years old, Walter helped to clear an acre ofground to erect a hulse, which is still standing. Another house whichhe built in later years, and which was Walter's family residence, isalso standing nearby. Walter's first public occupation was asSelectman of the town of Dartmouth in 1759; he held this office forthirteen consecutive years, as well as subsequent periods. In 1761 ,he was chosen a Representative to the General Court, and continuedthat role for nine years. In 1769, being a member of the Council ofthe Providence, his name, along with with Bowdoin, Hancock and Otis,was submitted for a seat on the Council but his was rejected byGovernor Bernard: in 1770 he was admitted to the Council and held hisseat for seventeen years. Any history of our Revolutionary period willshow how important were the duties of the Councilors (twenty eight innumber) during these year"; and the records of the proceedings of theCouncil prove that Walter was especially trusted and active. In histurn, he act ed as President of the Coullcil while it was the supremeexecutive authority in the Province. He was one of the Councilors whotook their seat in the first Provincial Congress of Massachusetts inDecember 1774 in place of those arbitrarily appointed by the King indefiance of the Charter. The Provincial Congress governed until theadoption of the State Constitution in 1780.
Among the special trusts which he fulfilled, one which took himoutside the Provincece was, in June, 1775. he was chosen chairman of acommittee of three sent by the Massachusetts Legislature to LakeChamplain to inquire into the importance of holding Ticonderoga andCrown Point. They were to also review the method by wbich post shouldbe maintained and the spirit, capacity and conduct of Col. BenedictArnold, then commander at Crown Point, If they found anythingimproper, they were to order Col. Arnold's immediate return toMassachusetts. Arnold is said to have been highly indignant at theseinstructions,
